He is based on the Super-God General manga version from Zone.
The good folks at Auto Assembly auctioned off the original along with my Impactor and my Sunstreaker/Sideswipe pieces for charity. All three pieces were won by Steve and Dave Mapes, the guys over at "Transformers at the Moon".
YES! He's eyes are supposed to be blue.
